Thank you for your well-thought-out recommendations that the Department of Homeland Security can consider to augment the level of cybersecurity. On my part, I see direct partnerships between the private and public sectors as vital in ensuring cybersecurity. This is because the high-level collaboration encouraged by these PPPs amplifies the preparation for and commitment to creating effective risk management frameworks and attaining layered readiness, resilience, and vigilance necessary in combating cyber-threats. That is why I agree with you that partnerships would have worked so well for the MatSu Borough in evading the ransomware attack they suffered in 2018.

I also think that your recommendation for a new frontier in cybersecurity involving leveraging new technologies such as 5G communications, the Internet of Things devices, and machine learning defensively and offensively is a viable approach to augmenting the cybersecurity resilience. I say so because I see these technologies as capable of offering paradigms for intelligent authentication and reconfiguration of cybersecurity systems to eliminate vulnerabilities within them, hence attaining layered protections. However, I would like to mention that these new technologies are immensely vulnerable to threats than other preceding technologies because of their dependence on distributed, software-defined digital routing, software virtualization, and bandwidth expansion.

Finally, I have nothing to object to the topic you have selected for your capstone project. Specifically, I feel that addressing how CISA deals with informing state and local governments of cyber threats, defenses, and responses is an area with many gaps that can be addressed by your inquiry. So, I encourage you to consider delving into this area, provided you maintain your scope appropriately. Thank you.
