Your post has allowed me to view the 2015 cyber-attack on the Ukrainian electricity grid and the 2003 attack on the United States national electricity grid from an entirely different perspective. This is the perspective of fine imposition, where the Federal Energy Regulatory Commission imposes fines for failure to comply with security standards that could have been compromised during the U.S. attack. Aside from this, I concur with you that the mitigation of such attacks requires augmented employee training and education, particularly on security matters as ignorance can fuel many vulnerabilities that can be exploited by potential attackers. Employee training and education can mitigate the ramifications of the attacks and prevent a repeat of such attacks by imparting employees with knowledge of new security equipment, new standards, and new maintenance approaches that do not create loopholes that become vulnerabilities targetable by potential attackers. I must say you have conveyed compelling points concerning employee education and training aimed at attack prevention. Thank you.
