Introduction:

Despite the fact that United States is the most affluent country in the world, a significant portion of its citizens have inadequate access to medical care. The barriers to obtaining health care are numerous; perhaps the most difficult hurdle to overcome is the lack of financial resources to pay for it. But the problem of lack of access to health cares for large segments of the population. The largest barrier to obtaining needed care is the lack of financial means to obtain it. The uninsured the underinsured cannot be stereotyped for they include many people who are employed, the elderly, children, minorities, person with handicaps, pregnant women, and other vulnerable populations. A lack of insurance does not translate in some cases to a lack of access to medical care, but it does have a clear impact upon access of health care.

Discuss six unique problems associated with delivering health care to an indigent population. In the United States it has estimated that at least 48 million Americans are under insured or uninsured. Health care is a luxury indigent population cannot afford. Some families are made to choose helter over health care made government assistance is not an option. When a family member becomes sick, the hospital emergency room because a walk-in clinic to treatment minor illnesses, the waiting room is usually overcrowded and this resulted in extensive waiting times to be seen by a health care provider. The changes in the United States heath care system was occurring dramatically and pervasively managed care was altering how providers interacted with patients, funding for care was being restricted and many health care systems were using non physician providers to cut costs.

Rapid changes in the US health care system and funding, Cooper Green Hospital was forced to make changes that had a negative impact on the hospital. It is to provide medical care to the poor and uninsured Cooper Green Hospital was considered one of the safety net providers across the United States. Safety net providers had large Medicaid and indigent care caseloads relative to other providers and were willing to provide services regardless of a person’s ability to pay. They tried to pen a CCP the homes were closed because of vandalism, gang violence, and low enrollment. Providers that provide care to indigent populations do not receive the compensation for services that would in an area where individuals had HMO, PPO, or POS insurance plans. The health managed care systems changed the way physician interact with patients, funding and cost, and malpractice insurance on the rise. Many individuals in the indigent areas will not seek health care until their symptoms have worsened to the point that seeking professional care. In certain areas, some facilities have to compete to provide car and increase revenue within their facility. Cooper Green Hospital was forced to make changes which had a negative impact: the changes of staff layoffs, cutting programs, finding revenue, and lack of resources to invest in capital projects. In addition, the funds are not easily available for upgrades in structure and technology needed to provide the best care lack resources o invest in capital projects as in upgrades and enhancements to the information systems, new medical equipment to improve patient flows.

Concern about the state of the American health care systems has reached a certain point. Health care consistently ranks among top issues that the American public wants policy makers to address, and it increasingly intertwined with growing worries about economic insecurity. Infrastructure: health care depend on highly trained work force (people knowledge); organization: address cost and quality challenges in health care; quality: improve quality of service delivered to enhancing health system performance; payment reform: payment for providers play an important roles oh how well health care delivery meet the goals of delivering efficiently, population: improving the health care delivery system is a key to improving the health of all Americans.

Discuss the five ways that the Community Care Plan will improve the health status of the community.

The Community Care Plan, which Dr. Michael developed to help improve health status of the Community to be offering preventative care instead of patients waiting until symptoms become emergent and requiring treatment at the emergency room. Community Care Plan was developed in which catastrophic care was expensive, patients waited until their conditions worsened, and they were treated in more costly at the emergency room. Dr. Michael had hope his plan would solve the community’s problems that would decrease wait time to be seen by a provider, treat indigent population, and deliver the highest quality of care to all patients. Community Care Plan receives funding from businesses, foundations, and government agencies to open clinics. With this type of program, and Health Points system created to keep members very healthy. Members are engaged in exercise, eating well-balanced diet, maintain a healthy weight, quit smoking, and encouraged to obtain referrals before making a trio to the Emergency room.

Discuss the five factors that point to the need for change by Cooper Green Hospital.

The difficult responsibility of balancing costs is with access to care, of rationing procedure with policy, and of juggling personnel with budgets, performance, and demand from commission with increasing budget. The hospital administrative staff needs to monitor the external environment of the strategic plan, the emergent learning model to design other changes. Then there is the line waiting to be seen and then sent to an outpatient services. CGH needs to invest in advertising the services they are offering in the local communities and how the individuals in the community could benefit from the services offered.

Discuss five strengths and five weaknesses of Cooper Green Hospital.

Despite numerous organizational, structure and name changes, the mission of the facility remained essentially the same provide quality medical care to the residents of Jefferson County, regardless of their ability to pay. The role CGH played in the community faced constant scrutiny from a county commission with increasing budget pressures. Media and public challenges about the quality of care provided by CGH limited its ability to attract patients with private insurance. Cost overruns were common, as the county’s indigent population grew and medical costs, Dr. Michael and the administrative staff initiated a stringent budget-cutting program that included personnel lay-offs, taking beds out of service, post poning most capital improvements, and eliminating some services. As a result of ongoing strategic planning, Dr. Michael took initiaited steps to transform Cooper Green Hospital into the Jefferson Health systems. JHS consisted of CGH and the Jefferson Outpatient care. CGH and the Jefferson County Department of Health established a working alliance to improve continuity of care for county’s indigent patients. Clinics in violent areas showed low growth due to problems delivering health care to indigent population, gang violence, poor communication, and education.

CGH was more advance the technology and had the staff that was acknowledging of the change and the need of new medical equipment as well as upgrade systems. CGH knew who to team up with to gain more cliental, but they made them dependent in a way. They were not strong enough to maintain the cliental they had as well to bring in more. The waiting rooms are small so besides having to waiting to wait so long to be seen by a doctor. For the Community Green Hospital , there is a lack of communication as to where all staff educated and trained on what the purpose. The marketing plan was educated CGH staff, neighboring communities, county health department, social services, uninsured populations, and small businesses. CGH sees the benefit in providing care o the indigent population and how serving this population could increase revenue for the hospital under financial pressures.

Discuss five strengths and five weaknesses of the Community Care Plan.

CCP and lack of communication when getting all hospital staff which is the purpose for having along with their function. CCP was slowly trying to grow, they were not conscious of new technology and they needed the knowledge as well as new equipment and more staff. It was causing confusion with overlapping systems and patients billing accounts. CCP were starting to expand and that was a good thing, which showed they are marketing the business better. The morale was high, so the training on how to treat each other in work place and the patients was something that needed to be fixed. Major strength of CCP was the objective when it was created to provide affordable, quality care to the poor, understand residents of Jefferson County. Objective is good, but people set it out to serve not well informed of what the program was about and how they could benefit from it. Health Points initiative provides an advantage for the program and the participants by providing discounts on copays and membership. The plan fees scheduling a health fair in a community two months before the clinic is set to open was a problem.
