Healthcare Quality Policies and Basic Concepts As a healthcare manager or administrator, you play a significant role in shaping the health outcomes of the population you serve, such as creating a safe environment to ensure patient safety. One way in which you can utilize your influence as a healthcare manager for the greater good of the community and organization you serve is by developing competence in the policies that help shape healthcare quality in the United States. As you take up leadership roles in healthcare organizations and the communities you serve, you will be expected to be knowledgeable about important laws, regulations, and implementation decisions that aim to ensure health, economic, and social balance within the healthcare industry.
Figure 1 provides an insight into how policies are formulated (Strehlenert, Richter-Sundberg, Nystrom, & Hassan, 2007). Within the healthcare quality sphere, you will be expected to know about key policies that are helping to drive the healthcare quality improvement agenda in the United States. More specifically, you will learn about the series of Institute of Medicine (IOM) healthcare quality reports and how the policies in these reports are used to drive the healthcare quality agenda.

Due to the central role patients play in healthcare quality improvement efforts, you will take some time to review the drivers of patient dissatisfaction within the healthcare service industry. Dissatisfaction among patients can be evaluated via patient experience surveys and feedback. By reviewing a case study (Joshi, Ransom, Nash, & Ransom, 2014, pp. 23-27) that expounds on the possible experiences of patients as they interface with the healthcare system, you will learn about how supply and demand have an impact on a patient’s quality of service. You will also learn about the impact of suboptimal communication between healthcare providers and how this can be detrimental to patient safety. In addition, you will examine the need for healthcare providers to continuously stay informed about the ever-changing trends in the industry.
Besides learning about healthcare quality policies and the central role patients play in quality improvement efforts, you will also delve into the basic concepts of healthcare quality. Because of the many actors—patients, providers, payers, etc.—in the healthcare system, you can expect that the issue of quality is conceptualized differently by each. Another important concept addressed this week is the concept of measurement. Specifically, you will review Donabedian’s classification (Joshi et al., 2014, p. 38) of the quality of care that emphasizes three important measures of quality: structure, process, and outcome (Figure 2). An assessment of how criteria and standards are used to evaluate structures, processes, and outcomes will also be reviewed.
You will also be introduced to the idea of applying a quality charter, an agreement/instruction, in quality improvement efforts.

Having a solid understanding of the aforementioned policies and concepts of healthcare quality will give you the requisite knowledge required to critically assess, plan, and implement healthcare quality efforts in the facilities you manage or organizations you serve.

This week, you will develop a quality assurance and continuous improvement charter for a quality improvement effort that you are championing in the organization that you manage. The major effort your organization is trying to address is fall incidents in healthcare facilities. The purpose of this assignment is to demonstrate your 1) competency in recognizing issues and potential failure points across a healthcare service delivery operation, and 2) ability to provide structure and process for addressing the issues and potential failure points highlighted in your organization.
Ensure that the charter developed includes:
1. A problem statement 2. A purpose statement 3. Project team members and their roles 4. Stakeholders 5. Scope
Length: 2-3 pages, not including title and reference pages
References: Include a minimum of 2 credible resources, one of which must be scholarly and peer-reviewed.
